Relaxation Request Staff informed the licensee this afternoon that insufficient justification had been provided to support the request for limited NDE (UT) coverage for nozzle 33 at and above the j-groove weld. The licensee subsequently elected to remove the thermal sleeve to perform examination of the nozzle to the requirements of the Order. Staff is continuing its review of the relaxation request as it pertains to other portions of this and other nozzles. There are no other major or outstanding issues.
CRDM Repair Relief Request There are no outstanding issues. The repair of nozzle 26 resulted in a unique configuration that had not occurred before at other plants; because of the thinner RPV head on 2-loop Westinghouse plants, repairs of "high angled" penetrations (those located outermost radially on the head) that are repaired using the Framatome pressure boundary relocation technique result in a portion of the new pressure boundary weld overlapping onto the existing j-groove weld. Staff had a concern regarding this configuration but has determined that adequate basis exists to authorize this repair for one cycle of operation. Some additional information for verfication purposes is needed to complete the SE, and this has been discussed with the licensee. Depending on what they provide, more interactions with the licensee may still be required, but we don't foresee any other major issues at this time.
