SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2

Dear Mr. Stinson:

By letter dated September 12, 2003, Southern Nuclear Operating Company (SNC) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for the renewal of the Joseph M. Farley Nuclear Plant (FNP), Units 1 and 2, operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The NRC staff determined that the LRA was complete and acceptable for docketing on October 24, 2003. Since that time, the NRC staff has reviewed the FNP LRA, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs, developed a draft safety evaluation report (SER) dated October 15, 2004, and reviewed the applicants comments on the draft SER. On the basis of this review, the staff has prepared the enclosed SER to document the findings of the safety review of the LRA and supporting documentation for FNP, Units 1 and 2.
