In accordance with the requirements of 10 CFR 54, Southern Nuclear Operating Company (SNC), acting for itself and as agent for Alabama Power Company, hereby applies for the renewal of the operating licenses for the Joseph M. Farley Nuclear Plant, Units 1 and 2. The current license for Unit 1 (Facility Operating License No. NPF-2) expires on June 25, 2017, and the license for Unit 2 (Facility Operating License No. NPF-
- 8) expires on March 31, 2021. By this license renewal application, SNC seeks to extend the term of each operating license by 20 years beyond the current expiration dates.
This application contains the information required by the Commission's license renewal regulations that are set forth in 10 CFR 54.19, 54.21, 54.22, and 54.23. The application provides information to support the 10 CFR 54.29 findings required to issue the renewed licenses sought by this application. In addition, it satisfies the environmental regulations set forth in 10 CFR Part 51.
The application has been prepared in a format compatible with NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, issued July, 2001, and in accordance with the "Class of 2003" Standard License Renewal Application Format. NUREG-1801, Generic Aging Lessons Learned (GALL) Report, published July, 2001, is referenced in the application. In addition, SNC utilized guidance provided in NEI 95-10, Industry Guideline for Implementing the Requirements of 10 CFR 54 - The License Renewal Rule, Rev. 3.
The technical information relating to plant design contained in this application is complete and accurate as of April 1, 2003. Any changes to plant design that occur after this date will be considered in the annual application updates provided in accordance with 10 CFR 54.21(b).
The CD-ROM version of the application contains the license renewal application, a set of associated boundary drawings, and the Updated Final Safety Analysis Report (Revision
- 17) for Farley Nuclear Plant, Units 1 and 2. The CD-ROM version of the application 0tq1
U. S. Nuclear Regulatory Commission NL-03-1657 Page 2 contains hyperlinks both within and between these materials to aid the NRC in the review of the application. The boundary drawings are being submitted to aid in the review of the application, and are not part of the application.
By NRC request, SNC is submitting to the Document Control Desk the original signed paper application, three additional paper copies, four paper sets of boundary drawings, 80 application CDs, and one application CD for posting on the NRC website. Other copies of the application are also being distributed as shown on the service list. SNC has elected to apply RIS 2001-05 which provides for the distribution of electronic copies in lieu of paper copies.
