The Perry Nuclear Power Plant (PNPP) staff is requesting to schedule an initial operator license training examination during the weeks of November 28 and December 5, 2004. It is requested that the NRC write this examination. In the event the NRC cannot support writing the exam, the PNPP staff will write the exam to facilitate the requested exam date.

CONFIRMATION OF INITIAUREQUALIFICATION OPERATOR LICENSE EXAMINATIONS

Dear Mr. Kanda,

In a letter dated April 15, 2002, (PY-CEVOIE-0563L) your staff requested we schedule an initial license operator examination in November 2004. In a subsequent telephone conversation on June 17, 2003, between Mr. D. McNeil of my staff and Mr. J. Kelly, Perry Station ILT Lead, the requested examination was tentatively scheduled to occur during the weeks of November 29, 2004 and December 6,2004. On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As requested in your letter, Region Ill examiners will develop the examination. Your letter indicated that you are training approximately 12 candidates for the examination. Please inform us if the number of candidates declines below 10 as this will impact the examination schedule.

Finally, Mr. Kelly confirmed that the week of October 4,2004, scheduled for the biennial requalification program inspection (IP 71111.I IB), was still within the anticipated requalification examination administration cycle. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for either of the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Dear Mr. Myers:

In a telephone conversation on July 1, 2004, between Mr. J. Kelly, Perry Station Initial Training Lead and Mr. D. McNeil, Reactor Engineer, arrangements were made for the administration of licensing examinations at the Perry Nuclear Power Plant the weeks of November 29, 2004 and December 6, 2004. In addition, the NRC will make an examination validation visit to your facility the week of November 1, 2004.

The NRC will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." Your staff will be given the opportunity to review the examinations the week of November 1, 2004.

To meet the above schedule, it will be necessary for your staff to furnish the reference materials identified in Attachment 2 of ES-201 by August 30, 2004. Any delay in receiving the required reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at Perry Nuclear Power Plant.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. J. P. DutTield, Training Manager.

The NRC staff will administer the written examinations and operating tests in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors,"

during the weeks of November 29 and December 6,2004.

Please contact Mr. Dell R. McNeil, at 630-829-9737, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.
