Dear Mr. Dyer:
In previous correspondence, Southern California Edison (SCE) reported that it had implemented the requirements of U. S. Nuclear Regulatory Commission (NRC) Orders EA-03-039 and EA-03-086 regarding training enhancements and adoption of a revised Guard Training and Qualification Plan, subject to the clarification set forth in SCE's letter dated January 7, 2004.
The purpose of this letter is to supplement SCE's responses to these NRC Orders (1) to confirm the notification pursuant to Condition IlI.B.1 provided in SCE's January 7, 2004 letter, and (2) to seek approval of a means for implementing compensatory measure C.2.a.5. (2) given in Order EA-03-039 and section 3.2.4 of the revised Guard Training and Qualification Plan approved by the NRC in accordance with Order EA-03-086. The justification and good cause are provided in the enclosure to this letter.
Note that the enclosure to this letter contains Safeguards Information as defined by 10 CFR 73.2. This transmittal letter may be decontrolled upon separation from its enclosure.
