Generic Letter 89-15, Emergency Response Data Systems, San Onofre Nuclear Generating Station, Units 1, 2, and 3 Gentlemen:

This letter is to clarify to the NRC the implementation of data quality for the Emergency Response Data System (ERDS) at San Onofre Nuclear Generating Station Units 2 and 3.

10CFR 50 Appendix E, Section Vl.3.a, requires that any hardware or software changes that affect the transmitted data points identified in the ERDS Data Point Library must be submitted to the NRC within 30 days after the changes are completed. This letter provides a clarification of the existing system and does not constitute a change under 10 CFR 50 Appendix E, Section VI.3.a.

During the December 21, 2004 quarterly test of the ERDS system at San Onofre, the NRC received an error message that stated 'Unknown Quality Value = 2". This was not one of the five possible quality values expected by the NRC. On January 6, 2005, a conference call was held to discuss the issue.

As discussed in the conference call, by the referenced letter SCE stated there are 8 possible quality values (0-7) for ERDS as follows:

Good =0 Values is within range tolerance.

Off-scan = 1 Point is currently out of service.

Suspect =2 Value is not bad yet should not be considered good.

Bad =3 Value is not within tolerance.

Unknown =4 No quality indicator is available.

Operator Entered =5 Value has been manually entered.

High Alarm =6 Value is in high alarm.

Low Alarm =7 Value is in low alarm.

Document Control Desk January 31, 2005 As a result of the January 6, 2005 conference call, the NRC contractor agreed to add the extra quality values to the NRC database. These changes should be completed before the next ERDS quarterly test scheduled for March 23, 2005.
