Response to Request for Additional Information In a previous letter' to the NRC, Duke Energy Corporation (Duke) submitted a license amendment request (LAR) for the McGuire Nuclear Station Facility Operating Licenses and Technical Specifications (TS).
This LAR proposed a change to TS 3.7.11 which added a note to allow the intermittent opening of the Auxiliary Building pressure boundary under administrative control.
The NRC has requested that Duke provide a response to the requested action stated below.
Requested Action The cited revision to Catawba TS 3.7.12 closely conforms to TSTF-287.
The licensee is requested to revise its application to adopt TSTF-287 in corresponding McGuire TS 3.7.11 so that McGuire's requirements are more consistent with the provisions approved for Catawba, and to make the commitment described in the reviewer's note.

U.S. Nuclear Regulatory Commission January 18, 2004 Page 2 Duke Response TSTF-287 provided two provisions which were applicable to several ventilation systems contained in the Standard Technical Specifications.
These were 1) the addition of the note allowing the intermittent opening of the affecting pressure boundary, and 2) the addition of a new Condition (with a 24-hour Completion Time) which addressed the inoperability of two trains of a ventilation system due to a degraded pressure boundary.
In a previous LAR submittal, 2 Duke implemented TSTF-287 fully on McGuire TS 3.7.9, Control Room Area Ventilation System.
In regard to the current LAR, McGuire TS 3.7.11 already has a Condition that covers the inoperability of two ABFVES with a 24-hour Completion Time (see Condition B).
Thus, this provision of TSTF-287 was deemed unneeded and not requested for McGuire TS 3.7.11.
The NRC referenced a commitment contained in the Catawba LAR submittal 3 which implemented TSTF-287.
Duke hereby makes a corresponding commitment for McGuire, as stated below.
At the time of implementation of the applicable change contained in this LAR, McGuire will have approved, written administrative controls in place that describe the compensatory measures to be taken when the affected pressure boundary is opened.
As mentioned in the September 13, 1999 Duke letter (see Footnote 2), the TS Bases provide these administrative controls.
