Administrative Change to Facility Operating License in Conjunction with the Commission Order EA-03-086 Regarding Revised Design Basis Threat; and Revisions to Physical Security Plan, Training and Qualifications Plan, and Safeguards Contingency Plan", dated October 29, 2004 In Reference 1) the Nuclear Regulatory Commission (NRC) notified the Nuclear Management Company, LLC (NMC) of its approval of the revised site Physical Security Plan, Safeguards Contingency Plan, and Training & Qualification Plan for the Kewaunee Nuclear Power Plant (KNPP). The NRC Safety Evaluation (SE) with regard to these plans (designated as Safeguards Information) was provided as Enclosure 2 to this October 29, 2004 letter.

NOTE: THE ENCLOSURES TO THIS LETTER CONTAIN "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY. UPON SEPARATION OF THE ENCLOSURES, THIS LETTER IS "DECONTROLLED."

DocumeSj Control Desk Page 2 SAFEGUARDS INFORMATION Subsequent to receipt of the SE, a review of this document was conducted to ensure that it was factually correct. The NMC has identified two (2) areas for which changes to the SE are requested. Per guidance from the Office of Nuclear Reactor Regulation (NRR) Project Manager for KNPP, NMC is providing the following enclosures to this letter (designated as Safeguards Information):

  • Enclosure 1 - This is a mark-up of the current Safety Evaluation pages, indicating the requested changes.
  • Enclosure 2 - This is a new clean copy of the affected Safety Evaluation pages, with the requested changes included in the text.
  • Enclosure 3 - This is a tabular summary, giving a description and basis for the requested Safety Evaluation changes, including references to the Physical Security Plan Please address questions regarding this submittal to Mr. Eric Gilson, KNPP Security Manager, at (920) 388-8280.

Summary of Commitments:

This letter makes no new commitments or revisions to existing commitments.
