ALTERNATE REQUALIFICATION PROGRAM FOR DETAILED SENIOR REACTOR OPERATOR
Dear Mr. Ray:
This is in response to your letter dated December 21, 2004, concerning temporary suspension of participation in the requalification program of Mr. Martin Cooper, NRC license number SOP-50051-4, Docket No. 55-06403.
It is our understanding that Mr. Cooper will not participate in the San Onofre Nuclear Generating Station, Unit Nos. 2 and 3, Licensed Operator Requalification Program due to his involvement with the Institute of Nuclear Power Operations (INPO).
It is also our understanding that Mr. Cooper will be enrolled in an Accelerated Requalification Program [considered additional training in accordance with 10 CFR 55.59(b)], will be required to pass a comprehensive requalification examination, and will meet the requirements of 10 CFR 55.53(f) (1 and 2), 10 CFR 55.21, 10 CFR 55.23, and 10 CFR 26 prior to returning to licensed duties.
Please note that since Mr. Coopers license expires six years after its issuance on January 9, 2000, you will be required to submit a timely application for renewal in accordance with 10 CFR 55.55(b). We will hold issuance of the renewal until you certify, in writing, to the Region IV office that Mr. Cooper has successfully completed the Accelerated San Onofre Nuclear Generating Station, Unit Nos. 2 and 3, Licensed Operator Requalification Program requirements in accordance with 10 CFR 55.59(b).
Since Mr. Cooper will not participate in the San Onofre Nuclear Generating Station, Unit Nos. 2 and 3, Requalification Program, Mr. Cooper shall not direct activities of licensed operators and shall not manipulate the controls of San Onofre Nuclear Generating Station, Unit Nos. 2 and 3, during this period of involvement with INPO. His license is amended accordingly.
