DENIAL OF WAIVER REQUEST - INITIAL QUALIFICATION REQUIREMENTS FOR DIRECT SENIOR REACTOR OPERATOR TRAINING CANDIDATE
Dear Mr. Ray:
This is in response to your letter dated, August 19, 2004, requesting a waiver of eligibility requirements for a Senior Reactor Operator instant candidate to sit for the October 2005 license examination.
The request to waive the experience eligibility requirements is not approved. While the applicant has extensive San Onofre Nuclear Generating Station in-plant operations experience, he does not meet the requirements specified in NUREG-1021, Operator Licensing Examination Standards for Power Reactors Revision 9, ES-202, Section D.2.a, The National Academy for Nuclear Training, ACAD-00-003, or NRC Regulatory Guide (RG) 1.8, Qualification and Training of Personnel for Nuclear Power Plants, Section C.1.3 for a direct Senior Reactor Operator. Specifically, the applicant: (1) does not hold a bachelors degree in engineering or the equivalent, (2) has not been actively involved in the performance of licensed duties for at least one year or have at least two years in a position equivalent (or superior) to a licensed Reactor Operator at a military facility, and (3) does not have three or more years or responsible power plant experience defined by RG 1.8.
