February 7, 2005 Mr. Christopher M. Crane, President and Chief Nuclear Officer Exelon Generation Company, LLC 4300 Winfield Road Warrenville, IL 60555
SUBJECT:
DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3, AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 - REQUEST FOR AMENDMENTS (TAC NOS. MC5160, MC5161, MC5162 AND MC5163)
Dear Mr. Crane:
Exelon Generation Company, LLC (EGC) submitted an amendment request that proposed to revise the pressure and temperature limit curves for 54 effective full-power years to support the 20 year license extension for both Dresden Nuclear Power Station, Units 2 and 3, and Quad Cities Nuclear Power Station, Units 1 and 2. Our review in the area of neutron fluence generated a question. This question, contained in the enclosed request for additional information (RAI), was provided to your staff via electronic mail on December 23, 2004. On January 12, 2005, the NRC staff held a conference call with your staff to discuss the RAI.
Our review in the area of reactor pressure vessel material performance is ongoing. We will let you know if this review generates any additional RAI.
Should your staff have any questions, please let me know. I can be reached at 301-415-2277 or by e-mail: mxb@nrc.gov.
Sincerely,
/RA/

ENCLOSURE DRESDEN UNITS 2 AND 3 AND QUAD CITIES UNITS 1 AND 2 REQUEST FOR ADDITIONAL INFORMATION - PRESSURE AND TEMPERATURE LIMIT CURVES FOR 54 EFFECTIVE FULL-POWER YEARS Please provide answers to the following question:
The Dresden Nuclear Power Station (Dresden) and Quad Cities Nuclear Power Station (Quad Cities) submittals do not contain information regarding how the fluence is calculated. The application states that an approved methodology has been used. To ensure that an approved methodology has been correctly applied, please respond to the following first bullet.
Alternatively, respond to the second bullet if Reference 14a in the reports attached to the application contains the requested information:
The Dresden and Quad Cities submittals state that the vessel fluence values were obtained using an U.S. Nuclear Regulatory Commission (NRC) approved methodology but do not indicate how the methodology was implemented. Please provide: the assumptions used for the calculation of the neutron sources, the transport approximations, and any validation to plant specific dosimetry measurements.
The Dresden and Quad Cities submittals state that the vessel fluence values were obtained using an NRC-approved methodology but do not indicate how the methodology was implemented. Please provide Reference 14a (from attached reports) i.e.
