KEWAUNEE NUCLEAR POWER PLANT - NOTIFICATION OF INSPECTION - TEMPORARY INSTRUCTION 2515/158, FUNCTIONAL REVIEW OF LOW MARGIN/RISK SIGNIFICANT COMPONENTS, AND HUMAN ACTIONS - NRC INSPECTION REPORT 05000305/2005002

Dear Mr. Coutu:

The purpose of this letter is to notify you that the U. S. Nuclear Regulatory Commission (NRC)

Region III staff will conduct an inspection using Temporary Instruction (TI) 2515/158, Functional Review of Low Margin/Risk Significant Components and Human Actions, at your Kewaunee Nuclear Power Plant. A team of seven inspectors will perform this inspection. The inspection team will be led by me from the NRC Region III Office. The inspection hours for this TI will be credited with performance of the following baseline inspection modules (in part or entirety):

71111.02 Evaluation of Changes, Tests, or Experiments 71111.15 Operability Evaluations 71111.17 Permanent Plant Modifications (Biennial Review Only) 71111.22 Surveillance Testing 71111.21 Safety System Design and Performance Capability During a site visit and subsequent telephone conversation on November 23, 2004, I and Mr. L. Gerner of your staff, confirmed arrangements for an information gathering site visit and the three-week onsite inspection. The schedule is as follows:

  • Information gathering visit: Week of January 10, 2005
  • Onsite weeks: January 24, 2005, February 7, 2005, and February 14, 2005 The purpose of the information gathering visit is to meet with members of your staff to identify risk-significant components and operator actions. Information and documentation needed to support the inspection will also be identified. We will try to minimize your administrative burden by specifically identifying only those documents required for inspection preparation.

T. Coutu During the information gathering visit, I will also discuss inspection support administrative details such as suitable work office space, specific documents requested to be made available to the team at the work office space, arrangements for site access, and the availability of knowledgeable plant engineering and licensing personnel to serve as points of contact during the inspection.

In accordance with 10 CFR 2.390 of the NRCs " Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records ( PARS) component of NRCs document system (ADAMS).

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/readingrm/adams.html (the Public Electronic Reading Room).
