Dear Mr. Wetterhahn and Ms. Curran:
The Staff has reviewed the proposed settlement agreed to by Duke and BREDL. As we understand it, the agreement changes language in Catawba Security Procedure 213. Since the language in a security procedure is not required to be approved by the NRC, the Staff does not object to the settlement agreement.
