VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 June 12, 2003 U.S. Nuclear Regulatory Commission Serial No.

03-312A Attention: Document Control Desk NL&OS/ETS RO Washington, D.C. 20555 Docket No.

50-280 License No. DPR-32 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT I REQUEST TO USE SUBSEQUENT EDITION AND ADDENDA OF ASME SECTION Xl FOR QUALIFICATION OF EXAMINATION PERSONNEL FOR CONTAINMENT INSPECTION PROGRAM In a May 6, 2003 letter (Serial No.03-312), Virginia Electric And Power Company (Dominion) requested approval to use the 1998 Edition through the 2000 Addenda of ASME Section Xi, subsection IWA-2300, Including references CP-189, 1995 Edition, Appendix VI and Appendix VII and any associated rule modification and limitation, to establish the examiner qualification requirements. This request was for the North Anna Units 1 & 2, Surry Unit 2 ISI programs and the Surry and North Anna containment inspection programs. Since Surry Unit 1 will be entering its fourth inspection interval on October 14, 2003 using the 1998 Edition through the 2000 Addenda of ASME Section XI, this Code edition forms the basis for the qualification requirements. Although the request included Surry Unit 1 for the containment inspection program examiner qualifications, the letter did not specifically identify the Surry Unit 1 docket number. This letter corrects that administrative omission and specifically requests use of the above mentioned ASME Code examiner qualification requirements for the containment inspection program for the remainder of the Surry Unit 1 containment Inspection interval.

Very truly yours, und rburk Director - Nuclear Licensing and Operations Support Commitments made in this letter: None
