OF TELEPHONE CONFERENCE ON SEPTEMBER 13, 2004, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATIONS The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC) held a telephone conference call on September 13, 2004, to discuss and clarify the staffs draft requests for additional information (D-RAI) concerning the Point Beach Nuclear Plant License Renewal Applications. The conference call was useful in clarifying the intent of the staffs D-RAIs. provides a list of the meeting participants. Enclosure 2 contains a listing of the D-RAIs discussed with the applicant, including a brief description on the status of the items.

The applicant has had an opportunity to review and comment on this summary.

September 13, 2004 D-RAI 2.2-1 The Point Beach Nuclear Plant Updated Final Safety Analysis Report (PBNP UFSAR)

Section 6.5.1 Leakage Detection Systems states, Means shall be provided to detect significant uncontrolled leakage from the reactor coolant pressure boundary (GDC 16). Positive indications in the control room of leakage of coolant from the reactor coolant system to the containment are provided by equipment which permits continuous monitoring of containment air activity and humidity, and of runoff from the air recirculation units and containment floor drains to containment Sump A. This equipment provides indication of normal background which is indicative of a basic level of leakage from primary systems and components. Any increase in the observed parameters is an indication of change within the containment, and the equipment provided is capable of monitoring this change. The basic design criterion is the detection of deviations from normal containment environmental conditions including air particulate activity, gaseous activity, humidity, condensate and floor drain runoff and, in addition, in the case of gross leakage, the liquid inventory in the process systems and containment sump.

The Point Beach license renewal application (LRA) Sections 2.5.13 and 2.5.13 addresses the radiation monitoring system portion of the RCS leakage monitoring system. However, the humidity detection and runoff from the air recirculation units and containment floor drains to the containment sump could not be found in the LRA. The licensee is required to monitor RCS leakage and take actions in accordance with the facility Technical Specifications. A large leak in the reactor coolant system pressure boundary, which does not flow into another closed loop, would result in reactor coolant flowing into the containment sump. Consistent with GDC 16 the entire RCS leakage system should be available to the operator in the control room. The licensee is requested to provide justification as to why the humidity detection and containment sump portions of the RCS leakage detection systems did not need to be addressed in the LRA or provide feedback as to where it was addressed, or amend the application to include these portions of the system.

Discussion: The applicant indicated the information is contained in the LRA Scoping Drawings on LR-684J971 Sheet 1, Section B-9 and based on the FSAR 6.5.2. Therefore, this question is WITHDRAWN and will not be sent as a RAI.
