CALLAWAY PLANT, UNIT 1 - WITHDRAWAL OF DEFENSE-IN-DEPTH AND DIVERSITY ASSESSMENT FOR DIGITAL UPGRADE OF INSTRUMENTATION AND CONTROL SYSTEMS (TAC NO. MC2287)
Dear Mr. Randolph:
By letter dated March 4, 2004 (ULNRC-04945), you submitted a defense-in-depth and diversity (D3) assessment for the Framatome Advanced Nuclear Power (FANP) TELEPERM XS system to be installed in the Callaway Plant. The D3 assessment was submitted in a proprietary and a non-proprietary version. The FANP TELEPERM XS system was to replace the current analog-based instrumentation and control (I&C) systems, including the reactor trip system and engineered safety features actuation systems, with a digital-based system, and the D3 assessment was to support license amendment requests for the planned I&C system replacements at Callaway. This D3 assessment was submitted jointly with the Wolf Creek Nuclear Operating Corporation, and review of this D3 assessment was requested by December 1, 2004.
A meeting that included representatives of the Wolf Creek Nuclear Operating Corporation was held on April 15, 2004, in which the NRC staff recommended that your staff consider submitting an alternative to the D3 assessment if approval was needed by December 1, 2004. The meeting summary was issued by the NRC on April 22, 2004. A letter accepting the proprietary information submitted in the letter of March 4, 2004, was issued by the NRC on April 22, 2004.
In the letter of September 24, 2004 (ULNRC-05061), your staff stated that, based in part on the discussion in the April 15, 2004, meeting, it has decided to withdraw the D3 assessment and submit a new D3 assessment at a later date. In addition, the implementation schedule for the FANP TELEPERM XS modifications at Callaway has been postponed. Based on the letter of September 24, 2004, we have closed out our review of the D3 assessment of the FANP TELEPERM XS system and TAC No. MC2287 is closed.
