Re: Site visit Judge Young; It is the Staff's position that the purpose of 10 C.F.R. 2.904 is to permit the appointment of a representative to assist the Board in classification of information produced during a proceeding so as to protect such information from being released to unauthorized persons. The representative is also to advise the Board regarding the safeguards to be observed in the proceeding. The staff does not believe that the function extends to pointing out various security related areas or equipment during the site tour. Therefore, the Staff objects to Mr. Young providing such information during the tour.
