REVIEW OF FINAL STATUS SURVEY REPORT FOR THE TURBINE BUILDING AND CONTROL BUILDING INTERIORS AT THE TROJAN NUCLEAR PLANT

Dear Mr. Quennoz:

On October 12, 2004, Portland General Electric Company (PGE) submitted the Final Status Survey Report (FSSR) for the Trojan Nuclear Plant (TNP) Turbine Building and Control Building Interiors. The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the FSSR and concludes that: (1) the final status surveys (FSSs) were conducted in accordance with the License Termination Plan (LTP); (2) the FSSR contains the information identified in NUREG-1757, Consolidated NMSS Decommissioning Guidance, Section 4.5; and (3) the FSS results demonstrate that the Turbine Building and Control Building Interiors meet the radiological criteria for unrestricted release identified in the LTP.

The staff was able to expedite its acceptance of this FSSR based on our review of FSS Release Records for the Turbine Building and Control Building Interiors during the September 26 - 30, 2004, inspection (ADAMS ACCESSION NO. ML043010649), on the results of Oak Ridge Institute for Science and Education (ORISE) confirmatory surveys conducted in October 2002 and June 2004 (ADAMS ACCESSION NOS. ML030380014 and ML042800601),

and on the high quality of PGEs FSSR. In addition to reviewing the FSSR, the staff reviewed the FSS release records for all 32 Turbine Building interior survey units and all 16 Control Building Interior survey units. ORISE conducted confirmatory surveys on six Turbine Building survey units.

This letter also serves to document receipt of PGEs revision to the FSSR for the Main Steam Support Structure, Electrical Penetration Area and Steam Generator Blowdown Building, dated October 7, 2004. PGEs revision is based on two NRC comments submitted to PGE on September 23, 2004, to clarify the FSSR. The staff finds the revisions to be appropriate and acceptable.
