Ness, who has just recently completed his proficiency watches as Turbine Building Rounds but is not current on Fire Brigade qualification. You are to identify the staffing adjustments that need to be made, recommendations for call-outs, and time constraints. Vocalize your thought process and report when you have completed the task.
