November 9, 2004 Mr. Gregg R. Overbeck Senior Vice President, Nuclear Arizona Public Service Company P. O. Box 52034 Phoenix, AZ 85072-2034

SUBJECT:

PALO VERDE NUCLEAR GENERATING STATION (PALO VERDE), UNITS 1, 2, AND 3 - QUALITY ASSURANCE PROGRAM REDUCTION IN COMMITMENT REQUEST (TAC NOS. MC4402, MC4403, AND MC4404)

Dear Mr. Overbeck:

By letter dated September 5, 2004, you requested approval of a revision to the Palo Verde Quality Assurance Program that reduces a commitment previously approved by the staff pursuant to Section 50.54(a)(4) of Title 10 of the Code of Federal Regulations. The proposed change provides acceptance of commercial-grade calibration services from organizations accredited to ANSI/ISO/IEC 17025 requirements.

We have briefly reviewed your application and determined that additional information will be needed to complete our review. We will also need to review the National Voluntary Laboratory Accreditation Program. As a result, we do not anticipate providing you with the request for additional information until the end of March 2005 at the earliest. Therefore, we request that you refrain from implementing this change until you have been formally notified otherwise. We will provide you with the request for additional information as soon as it becomes available.

If you have any questions, please contact me at (301) 415-3062.

Sincerely,

/RA/

Mel Fields, Senior Project Manager, Section 2 Project Directorate IV Division of Licensing Project Management Office of Nuclear Reactor Regulation Docket Nos. STN 50-528, STN 50-529, and STN 50-530 cc: See next page
