The purpose of this letter is to provide the PPL Susquehanna, LLC (PPL) response to the NRC request dated September 10, 2004. [Reference 3]
The Independent Spent Fuel Storage Installation (ISFSI) at PPL's Susquehanna Steam Electric Station is located within the protected area of the operating power reactors.
Therefore the requirements of, and changes associated with, the NRC issued Order (EA-03-086) for the revised Design Basis Threat dated April 29, 2003 apply to the PPL ISFSI-related security provisions. PPL has determined that there have been no modifications or revisions which decrease the implementation effectiveness of ISFSI-related security provisions established by the ISFSI ICM Orders issued on October 16, 2002. The PPL ISFSI security and contingency plan meets the requirements set forth in the October 16, 2002 NRC Orders Modifying Licenses EA-02-104 as stated in Appendix D of enclosure 1 of Reference 2.
