Oconee Nuclear Station, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Withdrawal of License Amendment Request to Fully Credit the Standby Shutdown Facility and to Eliminate Crediting the Spent Fuel Pool to High Pressure Injection System Flow Path for Tornado Mitigation, License Amendment Request No. 2001-005 On June 7, 2002, Duke Energy Corporation (Duke) submitted a license amendment request (LAR) to revise the Updated Final Safety Analysis Report (UFSAR) to eliminate credit in the Licensing Basis (LB) for the Spent Fuel Pool (SFP) to High Pressure Injection (HPI) pump flow path as one of the sources of primary system makeup following a tornado event. In addition, the submittal credited the Standby Shutdown Facility (SSF) as the assured means of achieving safe shutdown for all Oconee Units following a tornado. In order to fully protect the SSF from a worst case tornado, a modification was proposed to "harden" susceptible areas of the Auxiliary building that contained vital SSF piping and cabling.
After further investigation into the modification details, it became apparent that there were additional costs associated with the planned additions to, and reinforcement of, the current structure that significantly increased its cost well beyond the original estimate.
Consequently, Duke is evaluating whether to go forward with the proposed modification or opt for an alternative modification with a greater tornado risk reduction benefit. For this reason, Duke requests that TSC 2001-05 be withdrawn.
