Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Limited Senior Reactor Operator License Training Program Arizona Public Service Company (APS) requests approval in accordance with 10 CFR 55.46(b)(I) to use plant equipment (i.e., refueling machine console, fuel transfer machine console, and spent fuel handling machine) in lieu of a plant-referenced simulator for evaluating Limited Senior Reactor Operator (LSRO) candidates at the Palo Verde Nuclear Generating Station (PVNGS).

Per 10 CFR 55.46(b)(l)(i), PVNGS will use the aforementioned equipment along with pictures of these machines to evaluate the LSRO candidates ability to safely perform hidher license function. This evaluation may include actual or simulated manipulation of plant equipment.

Per 10 CFR 55.46(b)(l)(ii), these consoles and pictures are used during the performance of the operating test (i.e., Job Performance Measures) portion of the LSRO exam.

Additionally, per 10 CFR 55.46(b)(I)(iii), PVNGS has procedures for maintaining examination and test integrity consistent with the requirements of 5 55.49. Operation Training Department procedure 15TD-00T05, NRC Examination Security states, Applicants, licensees, and facility licensees shall not engage in any activity that compromises the integrity of any application, test, or examination required by this part. The integrity of a test or examination is considered compromised if any activity, regardless of intent, affected, or, but for detection, would have affected the equitable and consistent administration of the test or examination. This includes activities related to the preparation and certification of license applications and all activities related to the preparation, administration, and grading of the tests and examinations required by this part.
