The U.S. Nuclear Regulatory Commission ("NRC") issued an Order dated April 29, 2003, requiring compliance with Revised Design Basis Threat ("Order EA-03-086") and other security related Orders (collectively "Orders") in Docket Nos. 50-269, 50-270, 50-287, Oconee Nuclear Station, 50-369, 50-370, McGuire Nuclear Station, and 50-413, 50-414, Catawba Nuclear Station. On June 2, 2003, pursuant to 10 CFR §50.4 and Conditions III A.1, B.l and B.2, Duke Energy Corporation ("Duke") submitted its response to Order EA-03-086. On April 27, 2004 Duke submitted a supplemental response to Order EA-03-086.

Duke responded to Requests for Additional Information ("RAI") in letters dated July, 7, 2004, July 13, 2004, July 22, 2004, August 9, 2004 (two separate letters, both dated August 9, 2004),

and August 12, 2004. In each letter, Duke made the following commitment, "upon resolution of this and forthcoming NRC RAI, Duke will submit a revision to the April 27, 2004 submittal." In accordance with 10 CFR §50.4, Duke hereby submits its second supplemental response to Order EA-03-086. This supplement includes as Attachment I, revision I to the Physical Security Plan submitted on April 27, 2004 and fulfills the commitments stated in the aforementioned responses to RAIs. Attachment II includes a discussion of changes made to the Physical Security Plan that were the subject of a telephone discussion between the NRC and Duke on August 26, 2004.

Attachment III is a synopsis of changes reflected in revision I of the Physical Security Plan.
