OF SEPTEMBER 1, 2004, CATEGORY 1 MEETING WITH NPPD TO DISCUSS LICENSE AMENDMENT REQUEST FOR ONE-TIME EXTENSION OF DIESEL GENERATOR (DG) ALLOWED OUTAGE TIME (AOT) (TAC NO. MC3770)

On September 1, 2004, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of NPPD, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss NPPDs July 15, 2004, license amendment request. The amendment will provide a one-time technical specification (TS) change to extend the AOT for the DGs from 7 to 14 days.

The licensee presented information on the history of issues related to the DG fuel oil storage and transfer system. Additionally, details of the upcoming draining, cleaning, re-coating, and refilling of the fuel oil storage tanks were explained. They also presented the system layout as it is today, and how it will be configured during the planned work, including location of temporary storage tanks, pumps, and piping. The licensee discussed the numerous contingency plans in place to provide the TS required volume of fuel oil to the DGs should they need to rely on the DGs during the planned work.

The staff queried the licensee about several issues prior to the meeting via requests for additional information (RAI) in letters dated August 16 and 27, 2004. The licensee addressed the RAIs at the end of the presentation. A formal response to the RAIs is scheduled for September 20, 2004.
