OF MEETING HELD ON SEPTEMBER 8, 2004, TO DISCUSS RESOLUTION OF THE STAFFS OUTSTANDING QUESTIONS/CONCERNS REGARDING LEAK-BEFORE-BREAK AS APPLIED TO LICENSE AMENDMENT REQUEST (LAR) 03-18 FOR THE STEAM GENERATOR 4-VOLT ALTERNATE REPAIR CRITERIA On September 8, 2004, representatives of Pacific Gas & Electric Company (PG&E) met with the NRC staff to make a presentation on their resolution of the staffs outstanding questions/concerns regarding leak-before-break (LBB) as applied to LAR 03-18 for the steam generator 4-volt alternate repair criteria.

The meeting began with PG&Es discussion of the purpose of LBB, main steam line leak detection system (LDS), fracture mechanics perspective on LDS response time, no need for technical specifications to control LDS, and the LDS sensitivity analysis.

The staff had questions on the presentation. In response, PG&E stated that they will consider installing a new, diverse, redundant leak detection system. PG&E also stated that they will submit the response to the staffs request for additional information for the review and approval of the LAR. Following the meeting, the staff expressed its appreciation to PG&E for their presentation.
