Pursuant to 10 CFR 26.71(d), enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF).

The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the period January 1, 2004 through June 30, 2004.

This document contains no new regulatory commitment.

SUMMARY

OF MANAGEMENT ACTIONS Lessons Learned and Actions Taken

SUBJECT:

Discrepancy in Blind Sample Test Results In March, the licensee submitted a blind sample specimen to the primary laboratory for testing.

The specimen was positive for morphine and codeine, but the primary laboratory erroneously reported the results to be negative. During the investigation, the primary lab determined a crimped reagent line to be the most likely cause of the error, due to restricting flow through the line during the initial analysis. The crimped line had already been replaced on the Olympus 5200 that was used to analyze this specimen prior to the investigation. The laboratory has revised its daily maintenance procedures to include inspection of lines to the reagent valves. The primary laboratory accepted responsibility and initiated appropriate corrective actions.

The NRC was notified pursuant to the requirements of 10CFR26, Appendix A, subpart B, Section 2.8(e)(4) in letter PE&RAS-04-063, dated June 1, 2004.

PE&RAS-04-090 Page 3 of 12 Enclosure EFFECTIVENESS EVALUATION Fitness For Duty Program Perfoim"nance Data Random testing is required to be performed at an annual rate of at least 50% of the workforce in accordance with 10 CFR 26.24(a)(2). The current six month reporting period random testing rates were approximately 27.7% for Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc., (PEC) and 28.8% for Florida Power Corporation, now doing business as Progress Energy Florida, Inc., (PEF). For PEC (i.e., the Brunswick, Harris, and Robinson plants), there were 869 random tests conducted with an average of 3138 workers eligible for testing. For PEF (i.e., the Crystal River 3 plant), there were 214 random tests conducted with an average of 744 workers eligible for testing.

For this reporting period, the total rate of positive test results for PEC was approximately 0.8%.

Out of 2371 tests, there were 19 positive results, comprising 11 pre-access, 2 random, 3 for-cause, and 3 other. For this reporting period, the total rate of positive test results for PEF was approximately 0.3%. Out of 308 tests, there was 1 positive result comprising 0 pre-access, 1 random, 0 for-cause, and 0 other. Unescorted access for the individuals with confirmed positive tests was denied or revoked, as applicable.

For this reporting period, the positive test rate for PEC employees was approximately 0.1%, with 1 positive result out of 684 tests. For this reporting period, the positive test rate for PEF employees was approximately 0.4% with 1 positive result out of 230 tests.

For this reporting period, the positive test rate for PEC contractors was approximately 1.1% with 18 positive results out of 1687 tests. For PEF, the positive test rate was 0.0% with 0 positive tests out of 78 tests.
