MILLSTONE POWER STATION UNIT 1 RESPONSE AND ANSWER TO ORDER FOR IMPLEMENTATION OF ADDITIONAL SECURITY MEASURES ASSOCIATED WITH ACCESS AUTHORIZATION, FITNESS FOR DUTY AND BEHAVIOR OBSERVATION DATED AUGUST 19,2004 On August 19, 2004, the Nuclear Regulatory Commission (NRC) issued an Order for Implementation of Additional Security Measures Associated with Access Authorization, Fitness For Duty, and Behavior Observation for Millstone Power Station Unit 1 (EA
- 99) (the Order). The Order stated that following the events of September 11, 2001, the NRC took a number of actions, including commencement of a comprehensive review of its safeguards and security programs and requirements.
The Commission has determined that certain additional security measures are required to address the current threat environment. The Order required that Dominion Nuclear Connecticut, Inc. (DNC) immediately start implementation of the requirements of the Order, provide a schedule for achieving compliance with the requirements in Attachment 1 of the Order within twenty (20) days of the date of the Order, and complete implementation of requirements identified in the Order as described in Section 1II.A of the Order.
In accordance with Section IV of the Order and 10 CFR 2.202, DNC hereby submits its Answer to the Order. DNC consents to the Order and does not request a hearing.
Section A.3 of Attachment 1 to the Order allows, as an alternate means of complying with the Order, the implementation of the compensatory measures for operating power reactors which were implemented by January 7, 2004. In a letter dated January 20, 2004 (Serial No. 04-OOI), DNC notified the NRC of the completion of Order A-02-261 for Millstone Power Station.

Page 2 of 4 Millstone Unit 1 is located within the protected area of the Millstone Power Station.
Therefore, since Millstone Power Station is in compliance with Order EA-02-261, Millstone Unit 1 has achieved full compliance with Order EA-03-099 and accordingly, no schedule for achieving compliance is provided.
