ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION This is to inform the Commission that one White Significance Determination Process (SDP) finding will be issued on or around September 7, 2004 to Constellation Generation Group, LLC as a result of inspections at Calvert Cliffs Nuclear Generating Station. The White finding, an issue with low to moderate increased importance to safety, involved a reactor regulating system (RRS) relay at Unit 2 that was not designed for the voltage conditions to which it was exposed and had been in-place since the original construction of the facility. Following a reactor trip on January 23, 2004, the relay failed resulting in over-cooling of the reactor coolant system, which in turn initiated a steam generator isolation signal and a safety injection actuation signal. A loss of normal heat removal also occurred. There is no violation associated with this finding.
It should be noted that the licensee has not been specifically informed of the regulatory action.
