In accordance with SONGS Unit 3 Facility Operating License (No. NPF-15),

Appendix B, Section 4.1, Southern California Edison (SCE) is required to report to the NRC unusual or important environmental events. An example of an unusual event provided in Section 4.1 is the mortality of any species protected by the Endangered Species Act.

On August 5, 2004, at approximately 1345 PDT, SCE discovered a dead pelican on the Unit 3 Turbine Deck area. At approximately 1420 PDT, SCE confirmed that the pelican was a California Brown Pelican and protected by the Endangered Species Act. At approximately 1500 PDT, SCE notified the U. S. Fish and Wildlife Service (USFWS) of this discovery. The USFWS authorized SCE to remove the animal.

At 1602 PDT, SCE provided a 4-hour report to the NRC in accordance with 10 CFR 50.72(b)(2)(xi) for notification to another government agency. This telephone report also satisfied the 24-hour reporting requirement contained in Appendix B, Section 4.1 of the SONGS Operating License.

SCE did not determine the cause of the pelican's death. Since this occurrence appears to be an isolated case and does not appear to be related to plant operation, no corrective actions are required at this time.
