ST. LUCIE UNIT 2 - REVIEW OF THE ST. LUCIE UNIT 2 STEAM GENERATOR TUBE INSPECTION REPORTS FOR THE SPRING 2003 OUTAGE (TAC NO. MC1401)

Dear Mr. Stall:

By letters dated May 26, 2003, July 21, 2003, and November 21, 2003, Florida Power & Light Company (FPL) submitted reports summarizing the steam generator tube inspections performed during the spring 2003 refueling outage at St. Lucie Unit 2. In addition, FPL responded to questions raised by the Nuclear Regulatory Commission (NRC) staff on these reports in a letter dated June 25, 2004.

In the documents referenced above, FPL provided the scope, extent, methods, and results of their steam generator tube inspections. In addition, FPL described corrective actions (i.e., tube plugging or repair) taken in response to the inspection findings. Based on a review of the information provided, the NRC staff concludes that FPL provided the information required by St. Lucie Unit 2 Technical Specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry-operating experience at similarly designed and operated units.
