GENERAL ELECTRIC NUCLEAR TEST REACTOR - CORRECTION OF TECHNICAL SPECIFICATION TYPOGRAPHICAL ERROR (TAC NO. MC3775)

Dear Mr. Turner:

As discussed in your letter dated June 22, 2004, TS page 4-6 is incorrect in that paragraph 4.4.3.2 specifies "3.4.3.5" rather than "3.4.3.4." The typographical error was introduced in License Amendment No. 21 dated April 20, 2001. This typographical error was not specifically requested by you, the licensee but was inadvertently introduced in the Technical Specifications for Amendment No. 21. The error was neither addressed in a notice to the public, nor approved by the NRC. The NRC staff is issuing the attached correction to the typographical error on TS page 4-6, as requested in your letter. Please replace TS Page 4-6 with the enclosed page.

The revised page is identified by issuance date and contains a vertical line indicating the area of typographical correction. This letter is in accordance with the NRC policy as specified in "The Non-Power Reactor Project Managers Handbook," dated September 30, 1998, and "Proposed Guidance for Correction of Technical Specification Typographical Errors," SECY 238 dated November 19, 1996.

NEDO-32765 4.3 REACTOR COOLANT SYSTEM Specifications regarding surveillance requirements of the reactor coolant system are included in the reactor safety system, Specification 4.2, Tables 4-1 and 4-2.

4.4 REACTOR CELL AND VENTILATION SYSTEM 4.4.1 Applicability This specification applies to the surveillance requirements for the reactor cell and ventilation system.

4.4.2 Objective The objective of this specification is to ensure that the reactor ventilation system is in satisfactory condition to provide adequate confinement and to control the release of radioactivity to the environment.

4.4.3 Specification 4.4.3.1 The reactor cell negative pressure, with respect to the control room, shall be verified prior to the first reactor startup of each day.

4.4.3.2 Surveillance requirements of the instrumentation and equipment required to comply with Specifications 3.4.3.2, 3.4.3.3 and 3.4.3.4 shall be as listed in Specification 4.2, Table 4-2. l 4.4.4 Bases Operation in accordance with Specification 4.4.3.l ensures that contaminated reactor cell air is exhausted through the ventilation system. This minimizes the possibility of airborne contamination release to surrounding areas.
