CR-VTY-2003-02669; P1-1 6-19-36B TORUS PRESSURE INDICATOR OUT OF CALIBRATION DATE:
JANUARY 6, 2004 PRO NUMBER:' PRO-0302669 EVENT DESCRIPTION:
On 12/09/03 with the reactor at full power, Torus Pressure Indicator P1-1 6-1 9-36B located on CRP-9-3 was found out of Calibration. While performing testing in accordance with OP-4371, the indicator failed to calibrate on the low end due to an unavailability of the span adjustment capability. A Work Order was written to repair/replace the indicator. The indicator was replaced and tested satisfactorily on 12/10/0Q3.
The following regulation was considered when determining reportability of this event.
Operation or Condition Prohibited by Technical Specifications
§50.73(a)(2)(i)(B) "[The licensee shall report:] Any operation or condition which was prohibited by the Plant's Technical Specifications except when: (exceptions do not apply).
DISCUSSION/BASES:
NUREG 1022, Rev. 2, States the following in section 3.2.2(1):
"For testing that is conducted within the required time (i.e., the surveillance interval plus and allowed extension), it should be assumed that the discrepancy occurred at the time of its discovery unless there is firm evidence, based on a review of relevant information such as the equipment history and the cause of the failure,'to indicate that the discrepancy existed previously."
This calibration was scheduled to occur on 12/06/03 and before 04/19/04. There is no information that would indicate this pressure indicator was out of calibration prior to the discovery of this condition on 12/09103. A redundant indicator was operable and functional during the period that P1-1 6-19-36B was declared inoperable.

This event in not reportable pursuant to §50.73(a)(2)(i)(B).
