METHODOLOGY (TAC NO. MC3239)

On June 8, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FENOC at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to conduct a working level pre-application review of FENOCs planned submittal for a one-cycle approval of the use of the Westinghouse Electric Companys W* methodology at BVPS-1. A list of attendees is provided as Attachment 1.

FENOC presented information contained in Attachment 2. FENOCs presentation included a description of the background information on the BVPS-1 steam generator (SG) tubes which led to the need for the planned use of the W* methodology. FENOC discussed the implications of not receiving approval of the use of the W* methodology during the BVPS-1 SG inspections in the fall 2004 refueling outage, the primary effect being a possibility that the analyzed tube plugging limit could be exceeded. FENOC included discussion of the BVPS-1 SG tube flaw and primary water stress corrosion cracking histories and the bounding leakage analysis. FENOC discussed with the staff the short lead time for the amendment review and ways to help facilitate the review and expedite responses to any additional information which may be requested by the NRC staff after the formal license amendment application is received. The licensee also provided a draft of selected portions of the forthcoming application including proposed Technical Specification changes.

During the meeting, the NRC staff discussed several technical and regulatory issues associated with the proposal with the licensee. In addition, the NRC staff expressed its willingness to work with the licensee to complete its review of the licensees formal application when received in time to support the licensees schedule. The licensees formal application was dated June 28, 2004.
