OF TELECOMMUNICATION WITH ENTERGY OPERATIONS INC.,

(ENTERGY) TO DISCUSS THE RESPONSE TO SEVERE ACCIDENT MITIGATION ALTERNATIVES (SAMA) REQUESTS FOR ADDITIONAL INFORMATION (RAIs)

On June 15, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff (the staff) and its contractors from Information Systems Laboratory (ISL) conducted a conference call with representatives from Entergy to discuss the Arkansas Nuclear One, Unit 2 (ANO-2) SAMA RAI responses submitted in support of the ANO-2 license renewal. Enclosure 1 is the list of participants.

The conference call was held to discuss Entergys April 23, 2004 response to RAI number 7 concerning how Entergy addressed contributions to the core damage frequency (CDF) from fire events. This call was a follow-up to a previous call on April 6, 2004. To help clarify the staffs concerns, it forwarded the attached e-mail (Enclosure 2) to Entergy before the teleconference.

During the telecon, the staff indicated that, because the CDF for fires is much larger than (about 11X) the internal events CDF, it believes that the estimated benefits (which are based on internal events) should be increased by a factor of 5 for some SAMAs. When this adjustment is made, a number of SAMAs appear cost beneficial, and several additional SAMAs would be within a factor of 2 of being cost-beneficial. The list of these SAMAs is provided in Enclosure 2.

With the higher benefit estimates, the SAMAs may appear cost beneficial because of the way the costs were calculated. Also, certain SAMAs may not reduce risk in fire events (in which case, the multiplier of 5 would not be appropriate).

As a result of the discussion, Entergy indicated that they would perform an additional review of the cost-benefit analysis, considering conservatisms in the cost and/or estimated benefits, and revise their response, as appropriate. For any SAMAs that are within a factor of 2 of being cost beneficial based on the revised assessment of costs and benefits, the staff requested Entergy to provide justification/rationale as to why implementation of these SAMAs would not be warranted.

Entergy indicated that they would provide the staff with preliminary results of their additional analysis by June 18, 2004 to support the schedule for developing the draft supplemental environmental impact statement for ANO-2, with the expectation that they would try to submit the final results by July 9, 2004.
