CATAWBA NUCLEAR STATION, UNIT 1 RE: STEAM GENERATOR TUBE INSPECTION REPORT FOR THE END OF CORE 14 REFUELING OUTAGE (TAC NO. MC1703)

Dear Mr. Peterson:

By letters dated December 23, 2003, January 7, 2004, and May 4, 2004, Duke Energy Corporation, the licensee for Catawba Nuclear Station, Unit 1, submitted information summarizing the steam generator tube inspections performed during the 2003 End of Core 14 refueling outage.

Upon review of this information, the Nuclear Regulatory Commission (NRC) staff concluded that the licensee provided the information required by the Technical Specifications and that no additional follow-up was required. The NRC staffs evaluation is enclosed.

OF REVIEW BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO THE STEAM GENERATOR TUBE INSPECTION REPORT FOR THE END OF CORE 14 REFUELING OUTAGE DUKE ENERGY CORPORATION CATAWBA NUCLEAR STATION, UNIT 1 DOCKET NO. 50-413 By letters dated December 23, 2003 and January 7, 2004, Duke Energy Corporation, the licensee for Catawba Nuclear Station, Unit 1, submitted reports summarizing the steam generator (SG) tube inspections performed during the End of Core 14 refueling outage. The licensee submitted these reports in accordance with Technical Specifications (TSs) 5.6.8.a and 5.6.8.b. The Nuclear Regulatory Commission (NRC) staff required additional information in order to complete the review and, therefore, sent a request for this information by letter dated April 19, 2004. The licensee responded to this request in a letter dated May 4, 2004.

In the submittals referenced above, the licensee provided the scope, extent, method, and results of the SG tube inspections. In addition, the licensee described corrective actions (i.e.,

tube plugging or repair) taken in response to the inspection findings. Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the TSs. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with industry practice, and the results of the inspections appear to be consistent with industry operating experience at similarly designed and operated units.
