OF TELEPHONE CONFERENCES BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND INDIANA MICHIGAN POWER COMPANY REPRESENTATIVES REGARDING THE SEVERE ACCIDENT MITIGATION ALTERNATIVES ANALYSIS RELATED TO THE COOK NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MC1221 AND MC1222)

On June 7 and June 17, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff and its contractor, Pacific Northwest National Laboratory (PNNL), conducted conference calls with representatives from Indiana Michigan Power Company (I&M). These calls were held to discuss I&Ms severe accident mitigation alternatives (SAMA) analysis related to the Donald C.

Cook Nuclear Plant, Units 1 and 2 (CNP), license renewal application. Enclosure 1 is the list of participants.

On the June 7, 2004, conference call, the staff requested that I&M provide summary information regarding the assumptions used in performing the cost-benefit analyses for the 72 SAMAs not eliminated from further consideration in I&Ms initial, qualitative screening evaluation. The list of assumptions were provided by I&M by electronic mail on June 16, 2004, and are provided in Enclosure 2.

On the June 17, 2004, conference call, the staff requested the basis for the factors used to adjust human error dependent sequences in the list of assumptions. I&M staff indicated that the factors were derived from the human performance shaping factors for procedural and execution errors provided in NUREG/CR-1278, "Handbook of Human Reliability Analysis with Emphasis on Nuclear Power Plant Applications, October 1983.

The staff also requested clarification regarding the cost estimate for SAMA 26. The cost estimate for SAMA 26 (hardware and procedural modifications for a permanently installed alternate ventilation system for electrical switchgear) was identical to the cost estimate for SAMA 25 (hardware and procedural modifications for a temporary alternate ventilation system for electrical switchgear). I&M stated that the cost estimate for SAMA 26 should have indicated

that the cost to implement this SAMA would be greater than $40,000 (the cost estimate to implement SAMA 25) rather than equal to $40,000. I&M staff stated that a detailed cost estimate was not completed for SAMA 26. Rather, the applicant assumed that the cost would be at least equivalent to the cost to implement SAMA 25.
