Reference 1 submitted an application for amendment to Facility Operating License No. NPF-42 for the Wolf Creek Generating Station (WCGS). The amendment application proposed to revise Technical Specification (TS) 3.6.3, Containment Isolation Valves," to extend the Completion Times for an inoperable containment isolation valve. The proposed changes are based on WCAP-15791-P, Revision 0, uRisk-Informed Evaluation of Extensions to Containment Isolation Valve Completion Times." Wolf Creek Nuclear Operating Corporation (WCNOC) is the Westinghouse Owners Group (WOG) lead plant for this risk-informed program. WCAP-15791-P was submitted to the NRC by letter OG-02-022, dated June 6, 2002.

Letter WOG-04-077 dated February 13, 2004, provided the WOG responses to a Request for Additional Information concerning WCAP-15791-P and indicated that the WCAP would be revised to incorporate the responses. Letter WOG-04-0234 dated May 6, 2004, provided WCAP-15791-P, Revision 1. WCAP-15791-P, Revision 1, is currently under review by the NRC Staff. The responses to the Request for Additional Information and the revision to WCAP-15791-P will result in substantive changes to Reference 1. As discussed with the NRC Staff, WCNOC is withdrawing the amendment application provided by Reference I due to the NRC schedule for reviewing WCAP-15791-P and will submit a new application by August 13, 2004.

Reference 2 submitted an application for amendment to Facility Operating License No. NPF-42 for the WCGS. The amendment application proposed to revise TS 3.8.1, OAC Sources -

WM 04-0016 Page 2 inoperable diesel generator and revises TS 3.8.9, "Distribution Systems - Operating," to extend the Completion Time for one AC vital bus system inoperable. The proposed changes are based on the methodology provided in WCAP-15622-P, Revision 0, 'Risk-informed Evaluation of Extensions to AC Electrical Power System Completion Times," and associated Industry/Technical Specification Task Force (TSTF) Standard Technical Specification (STS) change TSTF417, Rev. 0. WCAP-15622-P, Revision 0, is currently under review by the NRC Staff. Reference 2 requested approval of the proposed changes by August 2, 2004, to support scheduling activities associated with Refueling Outage 14, which is scheduled for March 2005.

Subsequently, WCNOC was informed that the review of Reference 2 was placed on hold pending the approval of WCAP-15622-P and a need date of October 30, 2004 was discussed with the NRC Project Manager for WCGS.

WCNOC requests that the NRC Staff focus its review efforts on completing the review of WCAP-15622-P and Reference 2, to support WCNOC scheduling activities associated with our Refueling Outage 14. Approval of Reference 2 by October 30, 2004 would provide the flexibility to optimize both work activities on the diesel generator and the utilization of resources.

Reference 3 submitted 10 CFR 50.55a Request 12R-28. That request proposed an alternative to the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code to extend the completion of the examinations performed on or from the interior of the reactor vessel to prior to startup from Refueling Outage 15, which is approximately 3 months beyond the Code allowed 1-year extension for WCGS's second 10-year Inservice Inspection interval. On May 18, 2004, a telecon was held with the Staff to discuss potential issues associated with the request. After further review and consideration of these issues, WCNOC is withdrawing 10 CFR 50.55a Request 12R-28. The intent to withdraw this request from further consideration by the NRC was discussed with the NRC Project Manager on May 28, 2004.
