Oconee Nuclear Station Docket Numbers 50-269, 270, and 287 Response to Request for Additional Information License Amendment Request (LAR) for Technical Specification (TS) 3.4.9, "Pressurizer," TS Change (TSC) Number 2003-07 Please find attached the Duke Energy Corporation (DEC) response to the Staff's request for additional information. This information depicts the switchgear, load centers, and motor control centers that feed the pressurizer heater groups for each unit. The worst-case scenario would consist of losing the switchgear with the highest total kilowatts (kWs) leaving the maximum kWs available for heater use as the sum of the remaining switchgear.

It should be noted that these values are a "snapshot in time" and will change slightly as heaters bum-out or are recovered during future refueling outages. As of April 13, 2004, the total heater capacity for units 1, 2, and 3 is approximately 1386, 1050, and 1078 kWs.

Assuming the failure of the highest worth switchgear, the remaining existing heater capacity is 882, 602, and 672 kW for units 1, 2, and 3, respectively (See attached diagrams). These amounts satisfy the greater than 400 kW value proposed in the TS 3.4.9 LAR.

In addition, whenever there is inadequate power from the generating units, the 230 kV switching station, and the hydro units, power is available to the standby power buses either directly from the 100 kV Central Tie Substation or from Lee Steam Station via a 100 kV transmission line connected to 12/16/20 MVA Transformer CT5 located on the opposite side of the station from the 230 kV facilities. This single 100 kV circuit is connected to the 100 kV transmission system through the substation at Central located eight miles from Oconee. Central Substation is connected to Lee Steam Station twenty-two miles away through a similar 100 kV line.
