Subject:

Emergency Diesel Generator Cylinder Liner Adapter Commitment Change Refs:

1. NRC Augmented Inspection Team (AIT) Inspection Report 2003-13 dated 12/18/03
2. NRC Final Significance Determination for a White Finding and Notice of Violation dated 2/3/04 (EA 03-224)

Pursuant to NEI 99-04, Guidelines for Managing NRC Commitment Changes, the purpose of this letter is to notify you of a change in the methods of performing Emergency Diesel Generator (EDG) cylinder liner adapter gasket crush measurements. In Reference 1, the NRC identified that Exelon intended to revise maintenance procedures to include a 'direct' means to measure the final EDG cylinder liner adapter gasket crush and assure that it meets acceptance criteria. In lieu of a 'direct' measurement of gasket crush, an alternate method of gasket crush will be employed. This method consists of a rotational flag attached to the installation tool that will ensure that the adapter threads have rotated to the required degree to ensure proper gasket crush. This method of ensuring gasket crush is in accordance with the manufacturer's recommendations. By using both the normal torque verification and the rotational flag on the installation tool, independent measurement techniques will exist. This will provide very high assurance of proper adapter gasket installation. Additionally, this method of verification has been proven in laboratory testing.
