NRC.2: URI (Item # 12) Other operator actions walked down by inspection team that appeared feasible but lacked NRC review and approval (not identified as findings) pending NRC rulemaking. SSA is not consistent with NRC requirements. (SSA methodology relied on extensive use of operator actions. Also, these actions lacked NRC approval and lacked verification and validation that NRC approval would require.)
