OF PUBLIC SCOPING MEETINGS TO SUPPORT REVIEW OF THE BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION (TAC NOS. MC1768, MC1769, AND MC1770)
Environmental scoping meetings were conducted to support the review of the Browns Ferry Nuclear Plant, Units 1, 2, and 3 (BFN) license renewal application submitted by Tennessee Valley Authority (TVA). The public meetings were conducted in the afternoon and evening on Thursday, April 1, 2004, at the Athens State University, Student Center Cafeteria Ballroom, in Athens, Alabama. Formal presentations were made by John Tappert and Michael Masnik of the U.S. Nuclear Regulatory Commission (NRC) staff.
The purpose of the meeting was to provide the public with an opportunity to participate in the environmental scoping process by providing comments on any issues the public thought the NRC staff should consider while preparing an environmental impact statement for the Browns Ferry Nuclear Plant (BFN), Units 1, 2 and 3 license renewal application. The staff presentation outlined the overall licensing process under 10 CFR Part 52; provided a description of the National Environmental Policy Act of 1969 (NEPA) review process; discussed the environmental requirements outlined in 10 CFR Part 51; and addressed how these requirements would be implemented during the BFN license renewal review.
The formal presentations by the NRC staff were followed by a question-and-answer session.
An official from TVA also addressed the audience and provided a brief presentation on the ESP application. Members of the public were invited to provide comments. Approximately 40 people total attended the two sessions with about 15 people providing comments. Attendees included representatives of the NRC, TVA, State agencies, local government officials, the press, and members of the public.
The list of attendees is provided in Enclosure 1, Enclosures 2 and 3 contain the official corrected transcripts for the afternoon and evening sessions, respectively, and Enclosure 4 contains the slides used in the NRCs presentation.
