SUMMARY

OF THE QUAD CITIES NUCLEAR POWER STATION PERFORMANCE ASSESSMENT MEETING ON APRIL 27, 2004

Dear Mr. Crane:

On April 27, 2004, a public meeting was held at the Best Western SteepleGate Inn, Davenport, Iowa, between the Nuclear Regulatory Commission (NRC) and Exelon staff. The purpose of the meeting was to discuss NRCs assessment of Quad Cities performance for the period of January 1, 2003, through December 31, 2003.

Overall, as discussed in the Quad Cities Annual Assessment letter dated March 4, 2004, (ADAMS accession number ML040441223), Quad Cities operated in a manner that preserved public health and safety. Plant performance for the most recent quarter was within the Licensee Response Column of the NRCs Action Matrix, based on all findings being classified as very low safety significance and all performance indicators classified within the green performance band.

During the meeting, Mr. Tulon of your staff presented an overview of Quad Cities 2003 performance accomplishments and the focus areas for 2004. We encourage the station to pursue these focus areas, particularly, human performance fundamentals, the high radiation source term, and steam dryer issues.

Before adjourning the meeting, the NRC provided the opportunity for members of the public to ask questions and provide feedback. One member of the public expressed concerns regarding the sensitivity of radiation monitors at Quad Cities and another plant regulated by the NRC.

The Quad Cities Senior Resident Inspector (SRI) committed to look into these concerns. The SRI completed follow-up actions with the individual on April 28, 2004. In addition, an Illinois Emergency Management Agency representative recommended that the public meeting feedback form be available electronically on the NRC Web site, and the Web site address be provided at future meetings.
