REQUEST FOR ADDITIONAL INFORMATION (RAI) - SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 - REVISED MAIN TURBINE BYPASS SYSTEM REQUIREMENTS (TAC NOS. MC1596 AND MC1597)

Dear Mr. Shriver:

In reviewing your submittal of December 5, 2003, concerning a request to add a requirement to implement linear heat generation rate limits for an inoperable main turbine bypass system, the Nuclear Regulatory Commission staff has determined that additional information contained in the enclosure to this letter is needed to complete its review. This question was discussed with your staff during a teleconference on April 28, 2004. As agreed to by your staff, we request you respond within 30 days of the date of this letter.

In NUREG-1433, Volume 1, Revision 2, Standard Technical Specifications [STS]

General Electric Plants BWR/4," Section 3.7.7, the average planar linear heat generation rate and the minimum critical power ratio are the applicable thermal limits to allow the limiting condition for operation to be met for an inoperable main turbine bypass system.

PPL proposes to add a requirement to implement the linear heat generation rate thermal limits for an inoperable main turbine bypass system. Please provide the basis for this deviation from the STS.
