COMPLETION OF ACCEPTANCE REVIEW REGARDING STRETCH POWER UPRATE APPLICATION, INDIAN POINT NUCLEAR GENERATING UNIT NO. 2 (TAC NO. MC1865)

Dear Mr. Kansler:

In letter dated January 29, 2004, as supplemented on April 12, 2004, Entergy Nuclear Operations, Inc. (ENO) submitted its application to increase the licensed thermal power level at Indian Point Nuclear Generating Unit No. 2 (IP2). The proposed amendment would allow the maximum authorized power level to be increased by 3.26% (stretch power uprate), from 3114.4 megawatts thermal (MWt) to 3216 MWt.

On March 9, 2004, the Nuclear Regulatory Commission (NRC) staff held a meeting with representatives from ENO to discuss the basic content and supporting information for the January 29 application. In response to the discussions in this meeting, ENO supplemented its application by a letter dated April 12, 2004.

The purpose of this letter is to provide the results of the NRC staffs acceptance review of the application for IP2, which is based on the determination that sufficient information was provided to allow the staff to proceed with its detailed technical review. The review also ensures that the application adequately characterizes the regulatory requirements and licensing basis of the plant. On the basis of its review of the information provided in the application, the NRC staff has determined that ENO has provided the necessary information for the staff to begin a detailed technical review. In the April 12 submittal, ENO provided additional clarifying and supporting information for balance of plant and reactor systems impacted by the power uprate to assist the staff with its detailed review. The NRC staff expects to complete the detailed review by your requested date of October 2004.
