PVNGS INITIAL OPERATOR LICENSE EXAMINATION DRAFT OUTLINE COMMENTS Written Examination Need a paragraph describing the random sample method used (ES-401 D.1.b).
RESPONSE: The licensee used a method that was different than that used in the ES.
The licensee will provide a narrative of the method used.
On Pg 8 of ES-401-2, the SRO 014 and 035 systems show no reference to Part 43, is there a connection to Part 43? RESPONSE: Yes, there is a reference to Part 43. This reference will be added.
Form ES-401-3, Tier 3, does not reference Part 43 as required by ES-401 D.1.c.
RESPONSE: The licensee will add Part 43 references to K/As 2.1.1 and 2.2.13, and since they are not referenced in the K/A catalog, will provide justification to support the connection to Part 43.
Scenarios What are the actual attributes listed on Form ES-301-4? RESPONSE: After discussion with the licensee, the licensee will revise Item 3 for scenario 1 (abnormal events) from a A2" to a A3".
It appears that the instrument/component evolution for Scenario 2 on Form ES-301-5 for the SRO-U should be a A5" instead of a A4". RESPONSE: Licensee agreed and will change the evolution number to A5".
The licensee needs enough ES-301-5 & 6 forms to cover each applicant. RESPONSE:
The licensee agreed and will add the forms.
Walk-thrus Form ES-301-1administrative topics does not list the new topics. RESPONSE: The licensee will designate the first Conduct of Operations, the Equipment Control, and the Radiation Control items as the new topics.

- 1. Send sample plan methodology.
- 2. T2/G2 SRO KA Topics on page 8 of ES-401-2 missing the 10CFR55.43 reference.
- 3. Two of the SRO T3 items that were randomly selected do not contain a 10CFR55.43 cross-reference number in the KA Catalog. Tom requested that we provide a number that matches and to attach a justification. They are 2.1.1 and 2.2.13.
- 4. Provide 301-5, Transient & Event Checklist, for each individual to show when and where each evolution is accounted.
- 5. ES-301-4 Abnormal Events should be 3 instead of 2 for Scenario #1.
- 6. ES-301-5 Instrument/Component number should be 5 instead of 4 on Scenario
- 2 for the SRO.
