Dear Mr. Lyman:

I would like to personally invite you and other members of your organization to attend the March 25 meeting between the Nuclear Regulatory Commission (NRC) and Entergy Northeast Nuclear (Entergy) in which the NRC staff will discuss our annual assessment of the safety performance of the FitzPatrick Nuclear Power Plant.

The meeting will be held at 1:00 p.m. on Thursday, March 25, 2004, at the Joint News Center (Oswego County Airport), County Route 176, Fulton, NY. At the meeting we will briefly discuss our Reactor Oversight Process and then discuss with Entergy our assessment of their safety performance at FitzPatrick and their response to our assessment. The meeting is open to the public for observation.

Following the presentation, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of FitzPatrick and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of FitzPatrick in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and 2003 inspection findings. Plant performance was within the Licensee Response Column of the NRCs Action Matrix, which involves baseline inspection and the lowest level of regulatory involvement. We described our assessment results in a letter to Entergy on March 2, 2004. The assessment letter can be found at:
