SUMMARY

OF LICENSE RENEWAL MEETING BETWEEN THE U. S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND THE NEI LICENSE RENEWAL WORKING GROUP, CP&L FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2, RG&E FOR THE R.E. GINNA NUCLEAR POWER PLANT, SCE&G FOR THE V. C.

SUMMER NUCLEAR STATION, EXELON FOR THE DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3, AND THE QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2, SNOC FOR THE J. M. FARLEY NUCLEAR PLANT, ENTERGY FOR THE ARKANSAS NUCLEAR ONE NUCLEAR POWER STATION, UNIT 2, AND I&M FOR THE D. C. COOK NUCLEAR PLANT, UNITS 1 AND 2 A joint meeting was held on January 22, 2004, to discuss the status of license renewal activities. The meeting was scheduled to begin with discussions between the U. S. Nuclear Regulatory Commissions (NRCs) License Renewal Steering Committee (LRSC) and Nuclear Energy Institutes (NEIs) License Renewal Working Group (LRWG) on the general status of license renewal applications and generic status of license renewal applications and generic license renewal activities, followed by individual applicant management discussions. However, the applicants indicated during their brief presentations to the LRSC (Agenda Item I. A), that they had no additional detail to discuss with the staff during the applicant management portion of the meeting (Agenda Item II). Therefore, Agenda Item II was omitted. Attendees at the meeting are listed in Enclosure 1. The meeting agenda is contained in Enclosure 2. Also included in Enclosure 2 are the NRC staffs presentation materials, which were distributed at the meeting. However, the plant-specific presentation material, at pages 5-15, was not discussed, due to the elimination of Agenda item II, the applicant management portion, which was dropped at industrys request. A summary of the discussions held at the meeting follows.

Meeting between the NRC License Renewal Steering Committee and NEI License Renewal Working Groups A.

Status of Applications (1) Robinson, Unit 2 CP&L stated that the safety evaluation report (SER), final supplemental environmental impact statement (SEIS), and the Regional Administrators letter have all been issued for Robinson.

The Advisory Committee on Reactor Safeguards (ACRS) meeting was subsequently held on March 4, 2004. Work on the remaining items is on schedule.

(2) Ginna RG&E stated that the process was going well and on schedule for Ginna. The ACRS meeting is scheduled for April.

(3) Summer SCE&G stated that the draft SER and draft SEIS have been issued for Summer. The ACRS meeting was scheduled for May, but was subsequently held on March 4, 2004.

(4) Dresden, Units 2 and 3, and Quad Cities, Units 1 and 2 Exelon stated that the process was on schedule for Dresden and Quad Cities. A significant number of requests for additional information (RAIs) had been issued, which had a heavy impact on planning and scheduling; otherwise, the process was going very well.

(5) Farley, Units 1 and 2 SNOC stated that the new process was working very well, and that the process was on schedule. SNOC also noted that numerous environmental questions were received, e.g.,

salmon habitat, and suggested a separate meeting to address these.

(6) Arkansas, Unit 2 Entergy stated that the process was on schedule, and added that they liked the new application review process and the good communications that they were experiencing.

(7) Cook, Units 1 and 2 I&M stated that the process had started well and that they were looking forward to the remainder of the process.

(8) Browns Ferry, Units 1, 2, and 3 TVA noted that there was good communications with NRC staff. The kick-off meeting to provide the staff with an overview of the application was scheduled for January 28, 2004. A public outreach meeting in the vicinity of Browns Ferry was scheduled for February 5, 2004, to provide information on the license renewal process and opportunities for public participation.

Both meetings were subsequently held.

B.

License Renewal Interest (1) Future Renewal Application Submittals Page 1 of Enclosure 2 shows the latest information that the NRC has, regarding licensee plans for submitting license renewal applications. No changes to the submittal plans shown were identified at the meeting. The NRC staff noted that the Millstone units are the next to submit (the application was subsequently received on January 22, 2004). Also, it noted that the schedule now extends to 2007.

(2) NRC Application Review Resources The NRC staff noted that the agency budget was based on twelve applications under review at any one time, and that it did not foresee any budget problems with the current application schedule. The staff further noted that it was in the process of establishing a standard application format to facilitate efficient review of future applications.

Lessons Learned and License Renewal Guidance Development (1) New Pilots Process Lessons Learned As previously agreed between the LRSC and the LRWG, the first industry meeting with NRC staff to provide feedback on the pilot process was held on December 17, 2003. The feedback from this meeting was positive and that the pilot review process is working. The industry suggested that such areas as scoping and screening could also be improved. The staff responded, saying that its focus was on increasing the efficiency and effectiveness of the review process, and that an NRC task force had been formed to suggest improvements and specifically to look for duplication of efforts. This task force was to report its findings later this year. Everyone agreed that the new process is working as expected.

The NRC staff will perform a self-assessment of the process following completion of the pilot plant reviews.

(2) Review of Duplication in the License Renewal Process See (1), above.

(3) License Renewal Guidance Document Updates The NRC staff is identifying previous industry positions as past precedents for use by future applicants, and incorporating these positions into the license renewal guidance documents.

The use of these past precedents will lower the amount of staff review required and thus conserve staff efforts. The staff plans to issue a draft version of the updated documents for public comment by the end of September 2004.

(4) Interim Staff Guidance 11, Aging Management of Environmental Fatigue for Carbon/Low Alloy Steel The NRC staff reviewed the revised NEI proposal and was unable to approve the proposed ISG. A letter, prepared to explain the staff evaluation and final position, was provided to the meeting attendees (ADAMS Accession No. ML040220124).

Public Participation No member of the public chose to participate in the meeting.

As discussed above, Part II of the meeting agenda was not needed. Therefore, the status of the applications was not addressed by the NRC project managers. However, future meeting agendas will include this portion, in the event that such discussion is required.

The NRC staff noted that these meetings are an important forum, for both NRC and the industry, but that they should not take the place of other necessary communication. The NRC wants to remain responsive to industry needs.

The next meeting between the LRSC and the NEI LRWG will be scheduled in approximately three months.
