OF THE FEBRUARY 3, 2004, MEETING WITH THE BOILING WATER REACTORS OWNERS GROUP (BWROG) AND NUCLEAR ENERGY INSTITUTE (NEI) REGARDING RECOMMENDATIONS FOR RESOLVING GENERIC SAFETY ISSUE (GSI) 189, SUSCEPTIBILITY OF ICE CONDENSER AND MARK III CONTAINMENTS TO EARLY FAILURE FROM HYDROGEN COMBUSTION DURING A SEVERE ACCIDENT" On February 3, 2004, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting with the BWROG and NEI at NRCs Headquarters in Rockville, Maryland, to discuss the resolution of GSI-189.
The topics discussed included the following:
recent regulatory action on GSI-189 portable verses pre-staged backup power supplies need for backup power supply design criteria timing for activating hydrogen igniters alternatives to rulemaking benefits and costs Industry representatives suggested that the NRC should consider alternatives for resolving GSI-189 and not lock into any one solution. A possible alternative would be to use the Division III diesel generator associated with the high-pressure core spray pump in Mark III containment plants. The NRC staff indicated that it was not committed to a pre-staged diesel generator and would consider options while evaluating the feasibility of developing a performance-based rule.
The NRC staff further clarified that the Industry should show that the Division III diesel generator would be available in a large fraction of the station blackout (SBO) core-melt accidents if the Industry wanted to consider this diesel generator as an alternative power source. The BWROG agreed to review plant-specific probability risk assessments for Mark III containment plants to determine diesel-generator availability in SBO core melts. The NRC staff agreed to do similar reviews of Mark III SPAR models. The Industry and NRC agreed to meet again in March 2004 to talk about design criteria for the backup power supplies and discuss schedules for resolving GSI-189.
The Union of Concerned Scientists representative said that the NRC and the Industry need to mitigate risk and provide adequate protection. He further pointed out that progress is being made to resolve this GSI, but it is being made too slow.
