OF FEBRUARY 26, 2004, CATEGORY 1 MEETING WITH PPL TO DISCUSS LICENSEES AMENDMENT REQUEST DATED JULY 1, 2003 (ADAMS ACCESSION NUMBER ML031900247)

On February 26, 2003, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of PPL and Framatome Advanced Nuclear Power (ANP) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the meeting was to conduct a working level discussion as part of the NRC staffs review of PPLs July 1, 2003, amendment request, supplemented November 17 and December 22, 2003, that proposes a change to the SSES-1 Cycle 14 minimum critical power ratio safety limit (MCPRSL).

PPL provided an overview of their MCPRSL process. Specifically, PPL presented information on its approved methodology for inputting conservative power distribution (PD) data to calculate the MCPRSL. It included a PD sensitivity study by a comparison of PD data used from the original SSES-1 Cycle 14 core design to its subsequent core redesign, including PD differences between different design codes. The sensitivity analysis demonstrated that for a different set of input PDs, the MCPRSL remains unchanged from the original core design. The approved methodology, ANF-524(P)(A), Revision 2, Advanced Nuclear Fuels Corporation Critical Power Methodology for Boiling Water Reactors, requires input PDs that are flatter (more conservative) in order to meet design thermal margin requirements, not necessarily PDs generated by the design codes used within the core monitoring system.

PPL concluded that (1) input power distribution is independent of the monitoring system PD uncertainty, and (2) small variations in PDs due to differences in design code uncertainty has a negligible impact on the MCPRSL.
